Is logic useless in the face of someone determined to hold on to their false perceptions?
How can a perception be false?
Perhaps you can get a fact wrong or be wrong on your conclusions but perceptions are completely based on a persons own viewpoint.
Logic can be useless sometimes if a person is stubborn and wont look at something from another viewpoint. Sometimes people make up their own logic to justify their conclusions.

Probably, but your questions says more about you than it says about the person/people not buying your logic. If you're approaching somebody with something that you think is logical, and you're convinced that their perceptions are false, you're already starting from a place where you're finding them wrong. While we're on the subject, how logical is it to believe that everything can be explained logically? Although we may want the world to work like that, I don't know of any hard evidence that we necessarily live in a completely logical universe. That's what the government does. It says follow our laws and rules or else you will go to jail and maybe even sentenced to death.
And atheists have been conditioned to believe there is no hell.
No its love. Its our love for God for providing an escape from Hell.
